What the Narc’s were claiming
1939 - In the city of Los Angeles, during 1939, two itinerant negroes were arrested as they called for a package containing Marihuana, which had been shipped into the State by express. They admitted they had traveled as itinerants to Kansas City, Missouri: there cut and processed the Marihuana and shipped it to Los Angeles, where they expected to receive it and sell it. --- Calif Dept. His name was Stephen Sheppard and while we can’t be certain, there is a strong chance that he was one of the two “Itinerant Negro’s” being referred to in this case. As per the Los Angeles Times:
And while this official prison records lists “Robbery” as the official excuse for his incarceration. NOTE THAT:

Stephen Sheppard Negro, yesterday was indicted by the Federal Grand Jury on a charge of bringing $15 worth of marihuana into California from Missouri. Pending his arraignment Monday the grand jury recommended he be held in the County Jail in Lieu of $2500 bail.
- This is a Marihuana Case (as per the Gore file)
- Mr. Sheppard is a Negro (as per the Gore file)
- That Mr. Sheppard was caught shipping the Marihuana in from Missouri (as per the Gore file)
- That the arrest took place in Los Angeles county (as per the Gore file)
- That the arrest/prison time sequence seems about right
- That his occupation was that of a Laborer (meaning Itinerant)
