HISTORICALLY SPEAKING, the answer is NO.   Our museum has documented well over 2,000 pre-World War II (meaning legal) such medicines, yet only (2) two of them were smokeable.

Do any of these look like smokable medicines to you?   Point being made, Medical Cannabis (Medical Marihuana) WAS NEVER a smokable medicine. And once re-legalized in all likelihood will once more be that way.
