Like most about every state in the union, it did have a lot of drugstores and drug wholesalers. FROM THE REPORT - Investigations into the traffic and consumption of Maria-Juana in the State of Texas: (aka by other titles - era 1916-1917) -- NOTE that before the D.E.A. was known as the D.E.A., it was known as the Federal Bureau of Narcotics, and before that as the Bureau of Prohibition, and before that it was known as the Bureau of Chemistry. Doctor Alsberg: I am submitting herewith a report of the investigations made by me in the State of Texas, particularly along the Mexican border, of the traffic in and consumption of the drug known as “Indian Hemp”, or “Cannabis indica,” but known in Mexico and the States bordering on the Rio Grande River as “Marihuana”, sometimes also referred to as “Rosa Maria” or “Juanita”.
