Here we present some of the internal DEA (then known as the Bureau of narcotics) memo's. Note that even internally, the narc's were having a rough time deciding whether these films were a help or a hindrance.

MEMO. FOR MR. ANSLINGER.
Re moving-picture entitled “Marijuana Madness” produce by E.M. Lowe, now showing at the Mt. Vernon Open Air Theatre.
I explained to Mr. Mayl that our agent will take up the inadvisability of using above title on this movie, etc., with the Virginia State Board of Censors in Richmond today.
Mr. Mayl wishes to be advised as to what happens. JHR
This moving picture is the same one which showed at the Hippodrome Theatre on K Street in Washington under the title “Marihuana-The Assassin of Youth,” last winter. In contains no reference to marihuana but deals instead with cocaine addiction and opium smoking, and how addicts are made. The prologue contains a statement that drug addiction is spreading like wildfire in this country.
Aside from the misleading title and the statement in the prologue, there is nothing in the show which would arouse curiosity. It is a cheap and loosely drawn story and fills one with revolt rather than curiosity; it would not induce any one to experiment with the drug taking. As educational material, it could hardly be considered as harmful or beneficial.
